The IWTSD Protection, Survivability, and Recovery and Expeditionary Force Protection subgroups have released a draft broad agency announcement for the following requirements:

  1. Counter-Unmanned Aerial Systems;
  2. Hard Target Support Vehicle-Carrier; and
  3. Advanced Exothermic System. A virtual industry day to discuss these requirements will be held on 25 August 2021.

ASD SO/LIC IWTSD Counter-sUAS Mobile Defense In Depth Support to SOF and shared with DHS Accomplishments are Showcased in a new Unclassified YouTube video produced by Industry Partner ELTA-NA

The video showcases the culmination of 5 years of IWTSD TOS efforts to develop and field small, highly effective, integrated systems that together provide a layered defense for Tactical Units and locations against small Unmanned Aerial Systems sUAS).

ELTA NA's video, titled "On-The-Move(OTM) Counter-sUAS Solution" shows a swarm of explosive-laden drones flying towards a US Army HMMWV carrying the integrated (ELTA-NA) 'MADS-K' and (DFEND) 'Enforce Air' systems. Close-in views of various components and graphic descriptions of their purpose and capabilities are provided before the OTM V4 is shown detecting, tracking, identifying, disrupting and taking control of the drones, before finally relaying targeting information to a dismounted team, carrying rifles with SMASH Smart Shooter Optics, who engage and destroy a drone with "highly accurate, computer-aided small-arms fire."

Below the video is a content descriptor that states:

"The On-The-Move V4 (OTM V4) is a multi-sensor, multi-layered solution for early warning, detection, disruption and defeat of various types of rotary and fixed-wing small UAS and is designed to operate while the vehicle is in motion. It offers soft kill and hard kill mitigation options to deter threat drones with minimal to no collateral damage.

Developed under contract with IWTSD (formerly CTTSO), the OTM system integrates multiple capabilities to provide: detection & tracking, classification, identification, communication, and scalable effects mitigation."

Industry Week 2021

The Irregular Warfare Technical Support Directorate (formerly the Combating Terrorism Technical Support Office) identifies and develops capabilities for DoD to conduct Irregular Warfare against all adversaries, including Great Power competitors and non-state actors, and to deliver those capabilities to DoD components and interagency partners through rapid research and development, advanced studies and technical innovation, and provision of support to U.S. military operations.

The Irregular Warfare Technical Support Directorate's (IWTSD) Industry Week, March 8-12, 2021 is an opportunity for industry, academia, and government labs -- any entity that can conduct business with the U.S. Government and has an interest in submitting bids -- to virtually ask questions about draft requirements that will form our FY 2022 research and development portfolio.

This event is the only opportunity for participants to virtually interact with IWTSD program staff about requirements that will be executed in FY 2022. Feedback received from the discussion and exchange of information during this event will help IWTSD clarify and refine requirements for the final broad agency announcements.

Section 922 of the 2017 National Defense Authorization Act directed ASD(SO/LIC) report directly to the Secretary of Defense. The Acting Secretary of Defense on November 18, 2020, authorized the ASD(SO/LIC) to transform the CTTSO to the Irregular Warfare Technical Support Directorate (IWTSD).

Dr. Joshua Mehling, Technical Discipline Lead for Robotic Control at NASA’s JSC said "Humanoid robots have the potential to drastically change the way we perform remote operations, because by their very nature, they are designed to interact with the same tools, and interfaces that humans do, move through the same spaces, and work in the same environments. CTTSO immediately saw the impact that NASA's humanoid technology could have in the EOD space. Human-like robotic hands are a game-changer for interacting with the world, not only manipulating common objects and potential threats, but the robot can easily leverage existing EOD tools and equipment designed for the bomb technician...Our initial work with CTTSO is really just the beginning. As we continue to push this technology forward out into the field, and into the hands of bomb techs, we will begin to realize enormous operational benefits, and that's how we'll address the challenges and mitigate the threats of today and tomorrow." The DoD finds itself in trying times with adapting to current workforce challenges. For all, the health and safety of the work force and families are the top priority. Most of personnel at the CTTSO office are conducting telework and will remain responsive via email correspondence. In order to continue and expedite acquisition support please note the following changes effective immediately:

For BAA questions, continue to utilize [email protected]. Nothing has changed as communication will be sent to pertinent subgroup and contracting officer for response.

For non-BAA acquisition questions, personnel/group email correspondence will be required. Telephone communication will be limited as work location may have changed. For planning purposes, future travel will be temporarily unavailable and video-teleconferencing should be considered. As a vendor, please email anticipated schedule and supply chain issues immediately as they occur.

It is the continued vision of CTTSO to identify requirements to combat terrorism and provide solutions to the war fighters, first responders, and other front line users as rapidly as possible.
